Web: Navigation customization
Goal
By enabling Networks admins to customize the buttons and link in their navigation, we can enable new bespoke applications of Networks and convert more sales.
What needs to be done

As a Networks admin, I want to rename and remove core items from the navigation so that I can curate the community as I see fit. - Networks admin interface for managing navigation links
- Site navigation reflects ordering defined by Network admin

As a Networks admin, I want to add links to the navigation that link to URLs (which may be external) so that I can integrate external resources into my network.
