Draft: Formatted Threadpool

What does this implement/fix?

I have taken the liberty of taking @chuckyschluz's MR !1395 (merged), pulling out the diffs, rebasing onto the formatted master branch, and then fixing up the formatting. @chuckyschluz mentioned a couple of weeks ago this could be helpful, and I've only made it round to trying this evening.

Yes, that's correct. Merging/rebasing 1395 gets pretty messy with the format changes, this should be a clean version of the same diffs.
