Why is this change being made?

This MR is for the discussion around and implementation of a Secure Govern Decomposition Working Group with the intent of providing a focused GitLab wide effort towards the Decomposition Effort, as the impact of this will improve stability for GitLab as a whole, and requires expertise from across stage and groups to successfully enact.
