Lack of enforceable hashtag policy

As described within the following H&S group live chat thread, there is a lack of an actual enforceable policy concerning the five hashtag / semantic tag limit.

I believe that there needs to be a technical and / or contractual (which should be reflected within the ToS and Content policies) solutions as a method of resolving this issue.
